• Freeman School District Campus

    All three Freeman schools serving the district’s 916 students are located together on approximately 44 acres bisected by Jackson Road. The district’s bus fleet is stored in an area immediately behind the high school. The District Office is located within the middle school. School parking lots are heavily used by a mix of buses, staff parking and parent drop off/pick up. The district owns 8 additional acres to the east of the elementary school and across Jackson Road from the high school. This property currently contains one portable building (with two high school classrooms) and a dirt area used for additional parking. Throughout the school day, students traveling between the three schools must cross Jackson Road.

    The proposed capital improvements bond would improve campus safety by separating bus and car traffic in parking lots, relocating the bus storage area and constructing a pedestrian walkway under Jackson Road

    Project Details

    What is the current situation on the Freeman School District Campus?
    • Students traveling between Freeman schools must cross Jackson Road to attend classes and access buses
    • Mixed pedestrian, school bus and car traffic in high school and elementary/middle school parking lots create multiple safety hazards
    • Deteriorating parking lots require frequent, costly repairs
    • School buses stored behind the high school are inaccessible in the case of a lockdown or an emergency evacuation
    • Two middle school classrooms housed in an adjacent portable building
    • Significant upgrades needed to aging water system to comply with new state and county regulations. Currently system could not provide the water pressure or quantity needed to fight a school fire.
    How would the bond address these needs?
    • Construction of a pedestrian walkway under Jackson Road, working closely with Spokane County
    • Bus loading and unloading areas separated from automobiles
    • Reconstruction of parking areas
    • Relocation of the district office from the middle school into portable building on Jackson Road making available space for two classrooms moved from portable into middle school
    • Installation of larger water tanks, access to additional wells and improved water pressure to provide adequate capacity for fire suppression
    • Relocate bus storage area across Jackson Road to allow access to buses in case of emergency
    • Retain bus maintenance facility (“shop”) in current location
    What is the project timeline?

    If approved by 60% of Freeman School District voters, campus improvement projects would be constructed throughout the summer months in 2008, 2009, 2010 and 2011.
